City Of Coquitlam Outlines Rates For New Amenity Cost Charges Program

The City of Coquitlam is preparing to launch a new Amenity Cost Charges (ACC) program aimed at funding community infrastructure as the city grows. This initiative responds to provincial legislation, Bill 46, which mandates changes in how municipalities finance development-related amenities. The ACC program is set for public consultation and could be adopted by June 30, 2025.

Under the proposed ACC program, developers will contribute to the cost of amenities such as community centres, libraries, and recreational facilities. The charges are structured based on the type of residential development: $21,205 per unit for low-rise buildings, $21 per square foot for mid-rise apartments, and $39 per square foot for high-rise apartments. Commercial developments are exempt from these charges to encourage business growth. 

The ACC program is designed to support Coquitlam's projected growth over the next decade, which includes an estimated 31,000 new residents and 13,920 additional housing units. The city plans to invest $387 million in capital projects during this period, with $358 million (92.5%) expected to come from ACCs, $25 million (6.5%) from existing residents via property taxes, and $4 million (1%) from the city's own funds. 

The transition to ACCs replaces the previous system of Community Amenity Contributions (CACs) and density bonuses, which were more flexible and negotiated on a case-by-case basis. The new ACC framework introduces fixed rates and is intended to provide greater transparency and predictability in funding community amenities. 

While the city emphasizes that ACCs are a necessary tool for sustainable growth, some developers express concern that these charges could increase the cost of new housing, potentially impacting affordability. The city maintains that ACCs typically constitute 2–4% of total development costs (excluding land) and are essential for delivering the amenities that support livable communities. 

Public consultation on the ACC program is underway, with opportunities for residents and industry stakeholders to provide feedback.
