Ledingham McAllister Advances Four-Tower Phase Two Of Waterscapes In Kelowna

Ledingham McAllister is moving forward with the second phase of its Waterscapes development in downtown Kelowna. The project, called The Vintage at Waterscapes, will add four residential towers to the city’s skyline. These towers will range from 28 to 36 storeys and are planned for a 3.5-acre site at 1070 Ellis Street, just north of Prospera Place and east of the original Waterscapes community.

The development will include 1,141 residential units: 398 one-bedroom, 714 two-bedroom, and 29 ground-level three-bedroom townhouses. Of these, 1,101 units will be sold as strata, while 40 will be designated as market rentals. A six-level parking structure will provide 1,366 vehicle stalls and 1,142 bicycle stalls. Construction is expected to proceed in two phases, starting with the two southern towers.

The City of Kelowna approved rezoning for the project in July 2023. On May 13, 2025, the city council reapproved the development and variance permits, allowing the project to move forward. Some residents expressed concerns about the height and density of the towers, but city officials noted that the development complies with existing zoning bylaws and the Official Community Plan.

To address public concerns, the developers have included design elements such as a public water feature at the intersection of Ellis Street and Gaston Avenue and a new road connecting to the first phase of Waterscapes. The towers are positioned to create a tiered effect, aligning with the city's planning guidelines and complementing the surrounding landscape.

Ledingham McAllister emphasizes that high-density developments like The Vintage at Waterscapes are essential for accommodating Kelowna's projected population growth of over 45,000 residents by 2040. By building upwards in the downtown core, the project aims to reduce urban sprawl and preserve surrounding agricultural and park lands.

The Vintage at Waterscapes is set to become a significant addition to Kelowna's urban landscape, offering a mix of housing options and contributing to the city's evolving skyline. With construction plans in place, the development marks a step forward in Kelowna's growth as a vibrant, livable city.
