Victoria Evergreen Terrace Redevelopment By BC Housing To Include 900 Units

BC Housing is moving forward with plans to redevelop Evergreen Terrace in Victoria, aiming to transform the aging 7.8-acre site into a modern residential community with approximately 900 rental units. The project seeks to replace the existing 196 units—175 affordable rentals and 21 supportive housing units at Spaken House—with a mix of affordable and market-rate homes. The redevelopment will include nine residential buildings, ranging from six to 20 storeys in height, designed to better serve current and future residents.

The proposed unit mix will cater to diverse household sizes, featuring studios and one- to four-bedroom apartments. Specifically, the distribution includes 10% studios, 19% one-bedroom units, 36% two-bedroom units, 25% three-bedroom units, and 10% four-bedroom units. This variety aims to accommodate individuals, families, and seniors, reflecting the community's needs.

BC Housing has emphasized a tenant-first approach throughout the redevelopment process. Efforts are being made to minimize displacement by allowing residents to remain in their homes during construction phases whenever possible. For those who need to relocate temporarily, support will be provided, and tenants will have the opportunity to return to new units with no changes to their monthly rent unless their income or unit size has changed.

Beyond housing, the redevelopment plans include enhancements to community amenities. These encompass new green spaces, childcare facilities, community rooms, and improved pedestrian and cycling infrastructure. The design also aims to expand the tree canopy and improve connections to the surrounding neighborhood, promoting a more livable and sustainable environment.

The project is currently in the rezoning phase, with applications submitted to the City of Victoria. Pending approvals, construction is expected to commence in 2025 and proceed in phases over the next 10 to 15 years. BC Housing continues to engage with tenants, Indigenous communities, and other stakeholders to ensure the redevelopment aligns with the community's vision and needs.

Evergreen Terrace has been a cornerstone of affordable housing in Victoria for over 50 years. This redevelopment represents a significant investment in the city's housing infrastructure, aiming to provide high-quality, sustainable homes for a diverse population while preserving the community's character and inclusivity.
